Now that we can't fire retiring players at the end of the season, there isn't a straight forward transition for youth. I propose we extend the signing period for 21 year old youth players until the end of the first week (same period in which we can choose to fire retirees).

I agree with this idea. I don't fire my retirees to save money, I fire them to make room for my 20 year old YA players

This would allow people to bring in their youth without firing their vets. In real life retiring and signing for the next season don't happen simultaneously. New hires for the next season certainly don't count against your roster limit for the current season.
