It's a mathematical formula used in chest game. It take into consideration a long history of games that is why new teams have difficulties to reach a high score.

From my understanding ELO is like the rating system they use for chess players so that you gain a lot for beating a team better than you (higher ELO rating). You lose a lot for losing to a team worse than you. But overall it moves a lot less than, for example, beckos, which can swing wildly from week to week depending on your last game. And I think ELO has a long time period for which it rates your team so a couple of losses won't send your rating into a death spiral. Also, it takes some time to rise. Don't know specifically the math but this is my basic understanding of it from the forums and observation.
