I like Elite as it is.
Tough, hard to come in, hard to stay and even harder to get into the playoffs and advance in those further.
Money?
If that's all a manager does care about in this game, than yes, he should stay in lower leagues, but every team is basically littered with money if you manage your team carefully, so money shouldn't be an issue.
