In regards of play-book. If it is not a play in it for a specific option during the game, the engine will take the instructions from the Standard orders set for the game in the game options. Am I right? So potentially I could have a play-book with just one play for specific situations and build it from it?

yep, thats right. if the specific situation isnt covered by the PB, the game settings determine the play call
