can anyone explain this to me?

6:50 Francesco Tonin (P) punts the ball from own 37 for 48, Chris Garner (KR/C) is returning the ball, W a l t e r Bassi (G/R) missed the tackle,Calogero Pilotto (K) missed the tackle,Jacopo Landi (TE/L) missed the tackle,Fulvio Gravina (OT/L) missed the tackle,Teofilo Aldovrandi (OT/R) missed the tackle,tackled by Francesco Tonin (P), this was a 49 yards return.

where is my special team?
but above all why is my kicker on the field?
does anyone explain to me what are the players in STT for?

From the manual:

Special Team Tackler
The Special team Tackler (STT) is supporting the Gunners, by trying to tackle the Kick returners. The Tackler is the opposite position to the Special Team Blocker (STBL)

So, KICK RETURN, not PUNT RETURN.

Punt Return Setup can't be configured, as far as I know.
It's also not documented in the manual, as dar as I know.

Why the Kicker was on the field ... it depend on your depth chart and your injuries.
It could be you did set him up at some position, like Line. Unlikely, but it could be. Then if the stamina of the others is down he is selected.
More likely, you did set up a certain amount of players on a position needed, like FB (for personal protector maybe) and 1 is down by injury and 1 is down by stamina, the system gets creative.
If another FB is on the depth chart, as far as I know, the system selected that guy in need.
If no more players of that kind is on the depth chart, it selected RANDOMLY any player on the depth chart able to play, regardless his skills.

the kick is usually not returned, while the punt can be returned much more often and I did not understand why it cannot be set. as you actually I have not found information about it.

I have looked thru the manual but cannot find anything on skills, such as what skills suit each position.
Is there somewhere I have missed?

in the manual it is just described with words and phrased, there is no list like DL -> STR, SPE, TAC, FOO, VIS

You could check my guide in the blog-section, which has a list based on my expierence and some training experiments, but it's not 100% to be sure.

How many franchise contracts can be signed at the same time? And how much money do players want for a 4- and 5-year contracts?

In manual under HR Department:

You can negotiate up to 5 Franchise Contracts for a length of 3 to 4
seasons, and you can negotiate as many 1 to 2 season contracts as you like.
