And why couldn't a computer commissioner fine owners? The stats are there to see and should be easily picked up by a computer.

I would need to see the tactics that are to be fined before i could agree.

I could see this work in the higher divisions. I wonder the pros and cons for lower leagues that has many bots and a lot less activity.

Any ideas on that?

Maybe "more bots more money per human team"...The basic idea was to create a way to bring teams through the offseason from a financial point of view...

I really like that idea.
As I understand the commissioner will make only additional income at the beginning. I would prefer that the money will be payed out at the same day the market will close, so this money is a buffer for new teams. Veteran managers do not really need this money.

I also like the idea of the fines for a second step.

What I don't really get, is how the traits of the commissioner will be in sight at the election.

Will it be like:
1. Aaaa is PR manager of the league until now
2. Eeee is New Media manager of the league until now
3. Iiiii is Infrastructural manager of the league until now
But how we can see how greedy they are? If this traits open to see, or always the same guy will make the most money, this will lead to the same result each time.

Before we add just another boring click we should make this a really funny feature. A little randomness and stuff for discussions would be really nice.

Greedy/risky vs consistent as example...there are more such combinations. based on the public visible skills the managers can vote. Maybe the guy gets some reputation over the years..."earned 100 million in Galaxy 2.1 Season 26, missed to earn anything in Admirals D 1 Season 27"...

I think it would be good if the income of this commissioner could be based on other features that generates income or expenses for the teams, like one guy makes money of sponsors, another one on maintenance. One guy could be also like a insurance on injuries.
So we could get some strategical decision.
