If i have an offensive play at <11min and another at <9min will it use the <11 minute play even though its went inside <9min?

Make sure the <9min play is above the <11min play and it will use the <9min at 8:59 onwards

So i shouldve done it from 1min to 15min and not the other way around? Is there a quick to re-arrange this?

Yes, 1m to 14m then "any" for the 15th min. you could use the up and down arrows on the right hand side in your playbook, or drag the 4 green arrows on the left to where you need that line too?
