I might be interpretating something wrong here so I am chasing your advice in here.

I am punting in the opp 22 in 4th down despite having kicking if distance less than 35 yards. That box means 35 from the GL (which would be a 35+17 = 52 yards) or 34 and below yards FG then?

You really need to check your playbook. IMO, special teams can be the easiest set of rules to get wrong/overlook.

I did check my play-book, I added a line just to be safe from now on, but in the general settings I did specify field goals when distance <35 yards, I recon it's 34 yards field goal or less, rather than 52 yard FGs.

did you have a line in your playbook regarding punting ? If so and it kicked in it would have overwritten the general setting. Also beware having the punting rule before FG rule

The problem was with the general settings, I just noticed it does specify in there clearly the meaning

It's still 52yards. You set in the playbook "distance to GL"
