How come some teams have this warning while others who have tanked don't?

I guess the system checks for specific setups and if that's found, it waives the tanking-flag. But there are other ways to "tank" and still play a regular game.
Punting on 1st down -> likely tanking playing regular game with pc and moral down to minimum -> no tanking. Something like that. |

I got one because someone mentioned pete, and asked to check a game, in the comment at a forum. I think you get warning only if Pete knows that. So there is no system to detect that.

Given the talent on your team and the wages you pay and knowing your previous results you are lucky to only have one warning!! I hope you are able to take advantage of down in Div 2 when we drop a division im the secnd tier although I don't get why when your tanking you have so a high wage bill. My 2 cents opinion is the tanking level should not go back to 0 at the end of the season. This is too easy as the first penalty arrives at level 3 if I am not wrong.
A team could easily tank on strategic games, reach his goal to relegate on purpose or climb in the draft and then be totally clean the next season. Not saying the level should never decrease, but it should be harder (like 3 seasons probation). |

Othersiwe there is no real point in having a tanking warning. |

It’s hard for them to track down everyone making it literally impossible to track everyone that’s tanking it’s like trying to find a needle in a haystack

just my thoughts
Each manager has to determine what is best for his team, NOT YOURS. In stead of complaining, build your team to win enough games, no matter whom you face and win it. If a managers team will inprove do to a loss, then that manager should set his team up for failure. Do to the engines, I will agree you have to play a normal game so that the engine doesnt go crazy on Pete but puting in your back ups or putting in a few out of position players is and should always be aceptable. |
