Just an idea, but it could be that the "pass-block-rate" of a TE is calculated with some sort of fraction into the overall "pass-block"-calculation, to simulate delay-pass situation and stuff like staying at the line.
The thing is, that we don't see/reed the routes the WR and TE do run, so if you reed a TE was the selected target, sure he did run a route, but if the WR is the selected target, you never know whether the TE was on a route or not. But on the other hand, this could be a simply a gap in the system. |

I believe that ability is a 5% bonus to agility + blocking, regardless of the type of play.
My best rushing FB ever, had pass blocker ... and while there's no way to tell for certain, I do believe the agility bonus was active while rushing as well, despite the name of the trait implying that it should only be for blocking plays. |
