No idea what’s going off before t my OL missing average 60+ blocks per game anyone else having issues ???

Under Chronicles/Team Stats
you can see the OL's blocking statistics of all the other teams.
Choose one or two of the Elite top teams you see have a good OLs stats.
Now scout all their OL's starters and compare them with yours.
Remember that OL's work together as a whole so you have to compare the whole line.

I ran a bunch of scrimmages, and something I noticed is that on passing plays, my OL almost never makes a block but on running plays, my OL turns into a bulldozer smashing everything.

If OL is standing like a wall, but not getting blocked the blitzers, might be speed and agility are an issue?

You'd know better than me, but just pointing out that one potential reason for bad OL numbers could be running a lot more passing plays than running plays. In passing plays, in my scrimmages, almost none of the blocks against DLs were successful whereas in running plays, my OL had a more like 66%-100% blocking success against DLs
