It seems that all leagues except for the RZA elite league, and all of the 1&2 leagues are entirely made up of bots. Why is this?

D1 leagues? No, there are always a few bot teams, but there's nothing to do with that.

D2 leagues are at a worse state, outside of Dragons, none of them are really competitive for a while now.

I've seen it too. I guess this is because there are a lot of free spaces in higher leagues.

It's quite easy to explain:
The game has right now roughly 300 Managers, but in the past it had on peak periods 900+ as far ar I remember that.
At that time there was no elite league, just 8 regions and the leagues were in a pyramid structure, each league with 32 teams.
So: D1 1 league per region -> 8 league x 32 -> 256
D2 2 leagues per region -> 16 leagues x 32 -> 512
-> 768 teams if full filled up.
That was not enough, there were also some BOTs in every league since some teams die during the season.
So not enough to cover 900+ teams, so D3 was created with 4 leagues per region -> 1024 additional spots and at that time it was not known the peak was reached.

Then some changes happend and maybe the game became felt as 'old' who knows.
Elite came in, which took away the 32 best teams in that change period of all 8 regions, and created 32 additional spots, then slowly become the D3 empty, managers did vanish, and slowly also D2 become more and more empty, until the structure was changes and D2 was split into D2 new and D3 in a linear structure, the old D3 became blocked D4 to D7 as far as I know.

What we see know is the results of having 544 spots available (Elite 32 + 8 x 32 D1 + 8 x 32 D2) are split between 300 or less teams.

Many of those 300 teams are 'have a look and leave', I think the REAL active managers are less then 200.
