As it seems to me that pass catching HBs are not a priority on "to do list" I suggest to make a "simple" thing: give pass blocking duties to HBs.
I would suggest to: 1) get rid of "FB" position on roster, but leave it on depth chart; 2) rename "HB" position to "RB" position, and HB AC to RB AC; 3) get rid of FB AC; 4) give a RB AC bonus when training blocking at RB position.
The suggested rebalancing would make HB more "useful" position overall.

We will stick with the FB and HB thing...these position are too different

I'm sorry, Pete, but FB who can't block on running plays is not a fullback. And HB who does nothing on passing plays is nonsense.

Agree with OP

And you would probably see more formations used if these positions were inter-changeable. People use FBs as RBs anyway. Would impact on coaching balance though, may have to reduce max CP allowed ?

We would have only 550 CP for 10 AC, so if someone would want to have all ACs, he could have a limit of 55 CP for AC at max. I don't think it's a big problem.

But having a no passing receiving, non blocking RB is bullshit

You are mixing two goals we have to reach, this won't result in anything useful

I'd say they are virtually identical.

I'm not necessarily in favour of merging the two positions, but they should both be able to pass block and catch passes in passing situations.

And proper run blocking should definitely be implemented.

in real life a FB and RB are one in the same the only difference is one thing. That the FB learns lead block for partner in crime.

And I have yet seen a FB coach they have always reported to the RB coach.

Now form the point in the game I would make FB a RB and take the FB coach out of the coaching and lower the 550 point accordingly.

And hopefully ever RB/FB will be-able to run block,pass block,and catch a pass. maybe even throw a ball on a trick play

Well...it depends on how you use your FB.

In some offenses, the FB is a RB with lead blocking responsibilities. (Think Mike Alstott)

On other offenses, the FB is a TE with lead blocking duties. (AKA the "H" Back)

In other offenses, the FB is simply a FB. (Steelers traditionally used a true FB, but not recently)

I personally think it would be great if FB was a more versatile position that could play RB, FB, TE with REDUCED OOP penalties, but that would probably be a pain in the buttocks.
