In that case, I must have made a valid one in the previous campaigns and not enough time has elapsed for me to vote now.

Yes, might be. Based on the results of the running campaign, I am in the middle of adding better descriptions once the voting fails. Yesterday we recognized a bug on their voting system, on that other page. This was solved now, many thanks to the user that has drawn my attention to it.
