If I build a TE with low intelligence, will that Tight End's low intelligence contribute to the overall "line intelligence?" Put another way, does the Tight End position contribute to the overall offensive line's intelligence? Thanks

I would say not really. There are other managers who have TEs with INT under 30 and they play great for most of their career.
TW on the other hand needs to be a little higher > 35, because that helps the line more.
