If it cost $5M to raise INT by between 1 to 5 points some managers will do it and some won't so it's just another decision with a cost, kind of like asking a retiring player to stay one more year, the only downside is the cost.

I like the idea but would make it even a little more expensive. Also to make Pete's life a little easier why not just make a one time hit to team chemistry of 20 or 25%. Even if they are playing in off season friendly games they are only regaining TC at the rate of 3% per game. So there will still be some TC issues at the beginning of the season for them.

Actually, when I was a kid, the Cincinnati Bengals used to have their summer training camps at my hometown college about 150km away, they even lived in the dormitories.

I think the Buffalo Bills still do this. It wouldn't be impossible for the whole team to take summer classes in the evenings while they live on campus.
