the deadline for play A: is around 13:00 2012-01-11(19 years old)
the deadline for play B: is around 15:00 2012-01-11(16 years old)
what will then happen then?

first one in (19yo in your example) fills the YA. 2nd one in is a senior player.

I don't think 16 year olds can ever be on the senior team.

In any case, I don't think the end time of the bidding makes a difference here. At roll over the 16 year old would go to the YA and the 19 year old would be on the senior team.

I think you are right! The 16yo ends up in the YA and the $100k penalty starts hitting.

"The player can't be transfered to your Senior Team, since he is to young. He will enter your Youth Academy instead. If there isn't an open spot available for him he would be transfered, but you would have to act immediately after the transfer. On the next Training u p d a t e you would get fined by $100,000 due too many youngsters in your Youth Academy."

The 9 years would join the academy due 1 spot free.

The 16 years old would join the YA too, since is too young for the seniors. And the manager would face a penalty due too many guys in the YA...as Lee found...
