if I play a WR as a KR will he perform worse then? if you look at NFL there are some players that are WR and play on KR too.

No, it's ok. Let's see last message on the main page - every player can play as gunner and KR without penalty.

So is there any reason to designate a player as Gunner or Kick Returner? I mean, might as well leave them as CBs or WRs or whatever, since there is no penalty for playing them at G or KR.
