So far, most of the people responding have highlighted "Training" as the biggest problem. I don't see it as a problem, here's why ..... I look at the soccer system in the English Premier League as the model. Here, young players are very often loaned out to lower league teams to gain experience.

Anyone heard of a player called David Beckham ? thought so ...when he was a young player at Man United , Beckham was loaned to Preston in order to gain experience. What tends to happen with the top clubs is that they are very very careful with which clubs they loan out their promising young players to. For example ....Arsenal currently play very similar to Barcelona in the pass, pass, pass and more pass style. This means that Arsenal tend to only loan players to clubs who play a similar style and have a similar type of 'football culture' to them ... i.e. if a "long-ball" team inquired about taking an Arsenal youngster on loan, the offer would be politely declined.

Therefore, if you translate this to RZA, why not keep the control of the training for the loaned player with the club that owns the player .... so if John Smith is loaned from Team A (div 1.1) to Team B (div 2.2), the control of John Smith's training remains with Team A .

The other aspect is to see which players are currently on loan and which aren't is how they do it with various soccer management sims ....here a player who is on loan will show at BOTH clubs, but he will show highlighted in different colours ....colour 1 shows that he is on loan at that club but not owned by that club, colour 2 shows that he is on loan somewhere else but is actually owned by that club.

From a personal point of view I think that the owning team should be responsible for the following:-

training
position
salary

If there is a scouting perk to be had then it's no different than a transfer really. But to get around this the cost of the loan could be the cost of a scout report.

Transfers should be banned for that player until he returns to the parent club. Even cutting him wouldnt be allowed until he returns.

I'm nnt technically minded so I am unsure on how much work would be involved and even if its possible

If a player has reloaded to another team, it is unlikely he will travel back and forth for 2 trainings and countless games.

if the teams have different strategies for the player, a training fee could be arranged

I would never let others decide what to train for my YA players, with or without a fee. Even if the other team agrees to follow my instrucionts in the training, does he even have an AC in that position and is that AC as good as mine? Or a decent coaching staff for the training points? Plus using these players in games, the borrowing team will surely want to train up PC, and keep it at 90+%. That's a lot of training sessions "wasted" just for some extra experience imo.

Edit:
The idea in itself isn't a bad one, there are just too many cons against a few pros...
How I think it could work out, is that these borrowing teams become "training factories" for just a few s e l e c t positions by hiring monster ACs. Then it would make sense to give them a few youngsters for the extra training speed...or it would just make up for the PC training, but for the extra space in the loaning teams YA it's still worth it. But this way the whole "loaning fee" thing becomes all backwards, since it's MY team that wants to send out a YA player, so I should be the one paying the fee right? This is just an idea off the top of my head.
