i like both ideas of salary cap and a yearly taxing system. I believe both could work but i belive a salary cap will have more of an immediate effect while a taxation system would take many seasons to really make a difference and in the first few seasons you may have to tax 50,60,70% to really take some money out of the game and give money meaning again.
