Easy solution-
Have the 3.x division with the least amount of humans always be the first league that shows up when a new player signs up. |

The tendency to join WHATSOEVER 3.1 seems to be obvious. I can't remember if there is any explanation when you join the game, but maybe there should be a text which explains that 3.1, 3.2, 3.3 and 3.4 are all the same level... Just to keep an even distribution. Otherwise the guys in 3.4 could get bored.

You could also botflush sideways - like from 3.2 to 3.1 if you missed a 2.1 or 2.2 position. Might be a bit of programming for Yoda, but might be worth it.
