There are some teams that have accrued large bank balances over team (500+ mill) that in effect means that they can afford any salary of any player plus afford a squad full of such players. It also means that when these teams run into some sort of trouble (bad planning, mismanaged youth academy) they have the financial power to correct any mistake by buying elite level players being able to outbid a majority of RZA teams.

A number of solutions have been proposed for this including a tax on large bank balances. These are well meant but feel and are punitive and don't make a lot of sense from an american football perspective.

I therefore propose a more elegant solution: a salary cap.

The cap should be set at what an average team can pay in wages in a season without losing money with some extra added to allow teams to spend now and pay later. I would suggest a figure of 15% as this should allow a team to add 4-6 extra elite veteran players for a period of time without going over the limit.

However to add more freedom and flexibility there would be a yearly cap of the ((average salary a team can afford) + 15%) but over a period of three years the salary of a team would have to average out on the average salary a team can afford.

So you could spend big for a few years, go for a trophy and then be forced to take younger, cheaper players to stay within your cap space.

This could have the effect of making elite veteran players available to more managers as teams cannot just stock up on these players and pay for it with their wealth (which I assume is the reason of this cap).

This would basically take away the advantage the very rich teams have that if they make wrong decisions they can buy themselves out of it.

This allows for a lot of freedom and flexibility and doesn't punish teams that manage their squads really well. The added beauty is that this gives Pete complete control of the economy if this needs balancing in-game (as it happens in the NFL). Need more cash flow, up the cap etc.

As an addition could be that saved cap space can be partially reinvested in the future (example you are at 80% of the cap, you get 10% extra cap space next year). This allows teams to save money for big salary teams but they have to do it via squad management rather than on their bank balance).

Now obviously this rule change targets very ricch, usually very old RZA teams who have to vote on something that will limit their financial power.
To these teams I would like to say that to see the bigger picture here:

- it levels the playing ground somewhat which must be a good thing for RZA
- It adds more strategic depth to an already great game
- It adds more drama as leagues discuss the impact of one team or another's impact of a upcoming cap limit

I think this post is long enough now...I open the floor for discussion and I invite Pete to start implementing this

I am ok with hard salary cap.

But i would love to see luxury salary cap.

I wonder how it would work numbers wise. Let wait and see

Seems overly complicated. Its kind of like the US tax system. I'd rather just have a flat cap.

But let support the over all idea of adding a salary cap. So we can get it done.

Yes, I think the main point is we agree to have a salary cap. Then we work out how - with Yoda having the final say on how best to implement this.

In real life, is possible a NFL team with 25 mega-stars?
The Patriots, perhaps the best team in recent times, how many stars have in your team?...

The salary-cap, if it has to be "luxury"(very high), lose your function.
