That is assuming they do a flip flop. That is not always the case, and might be the case even less often if they weren't getting a high pick as a reward for demoting.

even if they spend several seasons in the lower league, they'll end up with the same set of picks.

If you consider drawing early in 1.1 better than drawing late in 2.x, the only difference is that they get the "better" draft later, which may or may not be a disadavantege.

The only "real" impact this would have is that new teams that promote to 1.1 for the first time would get an early pick in 1.1 instead of a late pick in 2.x, which again might not even be better.

So you are saying you would give up your draft picks this year in exchange for draft picks three seasons from now? I doubt many people would agree that waiting three seasons to get your "good" picks, is equally as good as getting them right away.

That depends on how your roster looks like. If you have a strong squad of 26-29yo players, drafting in 3 seasons in more valueable than drafting now.

That is a good point.

I still feel like it could deter some tanking without really hurting the game in any way. A demoting team should be able to hold its own regardless of when it gets to pull a high draft pick.
