There's something I can't guess.
On 2017-08-31 The Owners Board was able to raise fundings of $ 1,040,000,000 and reached 65.0 % of the funding goal. The overall returned amount of money this season: $ 193,375,000, which equals to 18.6 %. On 2017-09-02 The Owners Board was able to raise fundings of $ 1,015,000,000 and reached 63.4 % of the funding goal. The overall returned amount of money this season: $ 193,375,000, which equals to 19.1 %. The amount is decreasing. 
Are there any illicit practices ?

What is confusing here?
65% and 63.4% are on the same tier, so you get the same amount of money back... 193,375,000 / 1,040,000,000 = 18.6% 193,375,000 / 1,015,000,000 = 19.1% Is it the division that is throwing you for a loop? You can remove the last three zeros to make it easier for you
