Is tanking verboten? If a team near the bottom sets their intensity on "relaxed" for a League game, would that constitute tanking?

Tanking in generally isn't allowed. But it isn't tanking if he would lose the match no matter what he's doing.

tanking is losing games against weaker opps by using strange tactics like punting on first downs etc...just playing relaxed is no tanking

Playing "relaxed" is hardly an attempt to win a game.

Due to reduced experience gain, playing relaxed is not generally to be recommended anyway - especially for a new team with a young, developing squad. The amount of PC saved is really minimal.

Any strategy aiming for losing a game is tanking to me. It includes playing relaxed as in your case, the expected outcome is the loss.
For what it worth, I hope every tanker will lose their hair and teeth during their sleep.
