Without checking the details it sounds like the players in question had periods with double position games, where they gained less experience. And they had "clean periods of playing only on one side of the ball", where they gained more experience.

He probably only gained 0.51* star but in under 700 plays it still seems way too fast, no?

I would have to look into each single game, check the number of plays on either side of the ball, take the existing thresholds into account...to be sure. It sounds fast but not "out of this world".
