I will give my suggestion here:

1st round: 2 cups of 32 teams, not at the same time. Best 16 of each cup qualifies for next round.

2nd round: 1 cup of 32 teams. The best 16 team qualifiy.

3rd round: I suppose you have already understood. Only 8 teams qualify.

4th round: The final round. Winner gets the trophy after a 8-team cup.


P.S.: from round 1, considering that the 2 cups will not happen at the same time, we afford to have from 48 to 64 teams participating on IECC.
