At least in the states, none of the NFL teams have an HR department that deals with player. Players are drafted and contracts are negotiated with the General Manager or GM. He pretty much in charge of all football personnel (coaches, players, football staff etc.).

every business has some form of HR not normally the same meaning as in here also we dont have a salary cap here so budgetting wages is a lot more complex and the general manager or whoever is always gonna have a boss with a calculator telling him yes or know. HR departments control the hing and firing and act as go betweens for management and lower level employees when there are serious disagreements and complaints in most businesses

he's saying in american football terminology there is no such thing as HR department. the essential function of what HR is in this game is what the GM does.

I think he's asking for a verbage overhaul of Hr department to the title GM mode.

Most companies in the states have HR Departments. But still, with a football franchise, its usually the office of the General Manager that deals with player and coaches players.

They probably have an HR Department that deals with non-football personnel - marketing, tickets sales, merchandising etc., but they wouldn't be handling the players.
