I have a YA player with 52 speed (track star) and 40.4 int (and at least 40 strength), should I make him a WR or a CB?

Great skills for both positions, imo. I think STR is more important for CB to help on tackle.

Depends a little on his age and other skills. For WR he would need POS and Catch as a main - also A-TOG-.

CB would need VIS and Tackl.
He could also be a Safety with that high int.

So you might want to consider which of these areas you have the best chance to max during his stay at your academy.

I'd also go D, CB and OLB (if you blitz a lot) are both great options

But isn't the Int too low for a CB?

There are some pretty stupid WRs floating around, so I think he's smart enough to play all back 7 positions. I personally would place him where you most need him or where he would start soonest.

ideally I'd like a little more too, but 40+ INT should be fine for CB I guess. his speed is awesome, STR wont be a problem and if you want to put him there, I wouldnt hesitate just because he doesnt have 45 INT or something. INT helps with interceptions, but those are so fluky anyway (and speed, vision, positioning might very well be as or even more important in that regard), I'm fine with lots of incomplete passes too ;-) I'd say hes close enough in the INT department but off the charts in the speed department

Thank you Buddy Ryan

Next player:

19 yo (still in YA)
48 STR
46 INT
45 TW
Best skills: CAT & BLOCK: 17, POS & FOOT: 15

He would obviously make a decent OL, but that would be (imo) a big waste of his INT...

On the other hand his SPD is only at 30 and it would be a big waste of time if it turns out that it is capped below 45...

What do you need more would be my first question.
