It is very logical:


The overall order of players represents your basic draftorder, while the round markers are "exceptions" from this order. The pick engine checks each round for the exceptions first, and if nothing found, processes the basic order. Just understand it the round markers like "prefer for round x", not "only in round x", and you will have fun with it
