I consulted manual but it doesn't mention anything other than the job descriptions.

positions "you dont have hired" actually have the level 1 staff that costs 2,500$ per update.

Aha, that's it then!

But that means that the totally useless facility manager is earning $2,500 PER WEEK for doing f$%& all basically. I want a job like that!

You do. There's 2 settings... level 1 and 20. With level 1 being default.

For so long as my stadium isn't maxed, should I just expand whenever I can afford it without going into debts?

I have $2,1 million right now and get roughly $800k per week from friendlies and then some other income and expenses that even out. I'm projected to break even in the sense that without the income from friendlies, I'd be at 2,1 mil at season end.

Yes. Without a fully built stadium, you can't compete. Without money, you can't improve your roster, hire coaches or staff, or build relevant facilities. It's a tough slog until you do.
