What about a money bonus to join those empty leagues? The bonus should be clear enough at the registration. It does not have to be big. A few millions should be enough to have an impact. 1 million for thebmost populated one, 8 for the least for example. And if it works, in several seasons the bonus would be balanced between leagues.

My question wasn't off the purpose.
When you're playing in a league full of bots, you'll get for sure much more wins. So you'll get much more money, so you can afford yourself to sign on with best available sponsor. At the end it results in serious distortion. Imo human teams in bots' league have definitely an advantage. The only resolution is human teams to be dispersed evenly thru the leagues...
