This is a raw prediction of the potential value of the skill.
I think highly means more than quite.
But agility despite be a physical skill affect the player wage.
If you think to not train agility to the cap "quite" could be enough.

When it says "high talent" as compared to "somewhat talented"; does that always mean high talent is better, or are we instead talking probabilities?

All said statements have a range of values behind it, but for example highly talented has a range of (based on what I got and documented) 5* to 2.5* with more likely a player having 4.0+* and somewhat talented 4* to 2.5* with a players having 3.0+*

Peter likes Gauss-curves for random values, so likely for every statement there is a designed peak, but so far I did not pick enough players to have a clear picture.

And am I to understand that the training points in the youth academy need to be used up entirely before the end of the week? Do not save them then? Thanks.

Yes, use them, they are not stored, so not used points will be basically wasted.

I have never missed a RZA week since I started but I think you lose the YA extra training points if you do not use them before the next turnover.
