If you look at each season as a financial and the teams economy page as a set of business accounts. Then each year then the profit made in that year is a taxable income in real life so why not introduce a tax that takes a percentage of the profit made by teams each season.

If possible this could be written into the seasons rollover that takes say !0% of this income so then if teams do not spend this money they lost 10% of it.

Teams can not go into financial meltdown with this tax because over the season they wouldn't of been able to keep going without getting into the black. So if a team has a balance of -$500k at seasons rollover and has £0k at the next season rollover they can only go to -$50k. If teams make $100m per season then they will lose $10m just by not spending it.

This would then encourage money to be flowing around the game regularly. Remember that this is only a tax on profit made in a season not the bank balance so if you make no money in a season you pay no tax. if its a negative balance in a season then you pay $0 too not get a refund of 10%

but imagine 2 'identical' teams ..... they make the same money (bonuses, attendance etc etc) .... however, Team A spends all it's free cash on player transfers (to the tune of $100 Million), Team B spends nothing on player transfers.
Team A shows no 'profit' ... therefore pays no tax
Team B has a big 'profit' .... and therefore pays plenty of tax.

Looks like it would punish Savers and reward Spenders ..... I don't see how that is either fair or desirable.

It would be best suited to a design where the money can be invested in the games economy rather than taken out of it.

There was a suggestion of expanding the youth academy at a cost.

The recent addition of the 3rd tier will produce more transfer battles.

Perhaps the ability to activate more facilities as your stadium get bigger, or even add in a separate training facility where the players train.

I have thought about all these but then we have some people complaining that the gap between the best and worst is widening all the time. This is the easiest to implement solution I could think of that takes money out of the rich but not at the expense of leaving the poor further behind.

Like I said -> salary cap.

I don't like the tax idea because I have no problem with people saving to buy players.

Like I have maintained there is one of those I even gave you the figure in an earlier post.

So you dont mind people saving to buy their way to the top but they cant save to pay for the players once they reach the top?

So you like your economy to be boom bust instead of steady!! I hope the Australian Chancellor does not feel the same way otherwise you are in for a very bumpy ride over the next few years.
