I know it for sure based on NCAA rules...A Sack is counted as a Tackle. If that tackle goes for negative Yards...it is a TFL.
I won't change that until someone points me to a page with rules were it tells different |

My understanding is that the term Sack is the special case of the QB being tackled behind the LOS. A "tackle" is what happens to all other ball carriers or the QB once he is beyond the LOS.
So a Tackle for a loss (TFL) generally applies to RBs. A sack is not a tackle, it's a sack. |
