What exactly do the percentages mean for the blitzing settings in the playbook?

Regarding the OP, are these percentages for the LB/SF squad as a whole or every single LB and SF has the cahnce to blitz?
To make it simple: is there any chance for more than 1 blitz during the same play? Like 2 LBs blitzing or 1 LB and 1 SF, or even the extreme case of every LB and SF on the field  |
