There are 56 leagues total (8(1.1), 16(2.x), 32(3.x)). each league sends 2 teams to Champ of Champs Cup. Thus 112 teams. Yet there are 128 teams at the start. I understand the need for it to be 128, but where did the extra 16 teams come from??

Nah, can be human to. Anyone who starts here at the right time, and knows what they're doing, can choose one of those 16 teams and they're in the CofC.
