I think I read somewhere that guys with 10% TC play with like 80% of their skills.

So if there isn't much of a gap between the two guys then your better off going with your 100% TC guy so it doesn't affect you too much.

i just ask cause i moved a lot of guys around on d and their tc dropped obviously; and now my run d dropped by about 5 points

Do you have a Players lounge as facility?
This one helps a lot, since it increases each training u p d a t e the TC by 10%.
With low TC it does not much, like increasing from 20% to 22% but if you have your players on the depth chart and playing AND having the lounge do increase the TC very fast.
If you switched your players position, I assume they now have 50%.
That's not too bad, since even without playing time you get 5%+ per update.
And if the majority of your players is nearing 90%+, switch the lounge off again, since it is not worth it to increase the last 10% by the facility.

Yeah I have it activated. Only one of my draft players is a starter so I have him, one guy (so far) from tm, 3 guys from YA and moved like 4/5 guys around. So have a few starters at 10%. I think I'll have to restrict the YA guys to supercup until they get to 60/70%...
