How effective is the out-of-position penalty ??

This is what the Manual says :-

"Starting from season 3 there is an "Out of position" penalty active on game time. This will result in a quite high loss of abilities if a player is not playing at his position."

"The penalty itself is low enough not to screw your complete gameplay, but high enough to turn Trophies into a dream without a chance to get them. This means, a 40 catching Linebacker will act better than a 20 catching Widereceiver, as example, but the linebacker can't compete with a 40 catching Widereceiver. "

This is the reason I ask ........

Over the past few days, I've been looking at various Teams and how they play, mainly to get some ideas. I noticed some teams that seemed to Rush mainly from FB formations (Shotgun, Goalline-O etc) had very few FullBacks and/or the FB's looked quite average .... so I did a bit more digging.
It looks like some of these Teams have their RB's listed at the top of FB Depth Chart (if the first play of the game is a Rush from Shotgun 4, and the RB is doing the rushing then I think the RB is probably at the top of the FB Depth Chart).

So ... my question is straightforward .... I thought the whole idea of OOP penalties was to discourage teams from things such as having a roster primarily of RB's and lining them up as FB's,.......... is the OOP penalty actually doing the job it was intended to do ?

IMO it works as expected. What is the quality of the team you are looking at? I am asking, since on low quality players the effect of OOP is lower too

I think I read they play 25% worse... So with the manual's example the 40 catching LB he'd be about the same level as a 30 catching WR?

I noticed this on at least 2 teams, and they were probably the first 2 teams that I looked at. I'm sure that if I'd looked at more teams, I could have also found more examples.
I'm not going to name the Teams (for obvious reasons), but both Teams are high/v.high quality .... +/- 58% for one team, well over 60% for another team.

I've got a funny felling you're talking about my team so... I'm gonna defend myself and I play my RB's on top FB's DC cause I didn't knew that FB run from SG4 and that there are no RB's on that formation
Changed that already, thanks
When I checked my stats they always said my RB made yards not that they were playing out of position on FB

it's not like i'm playing this game since day 1 ;D
but like I said ;p I changed it already

EDIT: oh oh I found some legal issue that helps in my defence ;D

There are some exceptions:

1.) There is no skill lowering as long as the player is within his position switch period

My post(s) isn't meant to start a witch-hunt.

I'm actually intending to highlight what I see as a possible anomaly.
Obviously, it's up to Admin to decide if he thinks what I've highlighted is good/bad/acceptable/unacceptable/relevant/irrelevant.
If he says that the current situation is fine, then I might even review my own DC and decide if it makes sense to put my RB's in the FB slot(s).

It's only worth considering if you've got different coaches for this positions.
There was some discussion on making opp penalty bigger maybe it's time to get back to it.
