I was referring to the limits that coaches were allowed to cover before players went down to only 25% Improvement .

there is a list of how many players can be trained as a certain position until there are too many players training under that position coach resulting in penalty (player's manual training chapter). For example, you can train up to 20 players as OL (doesn't include players in youth academy) without any penalties. But if you have 21 players, then the training is reduced.
