Have a 17 yo just max out strength at 40.2 is that quite enough to be a long term starter at in a strength based position like on the line of scrimage.

Not on the LOS. Since he's still in your YA, you can change position without getting any kind of penalty. 40.2 is ok for LB or Safety on Defense (maybe too high for CB and better used elsewhere) or anything other than OL on Offense.

If your need is at DL, you could play him there for now, and switch him to LB in a few seasons during the off-season (when yu have time to recover from the TC and Morale hits). (If you do this, don't train his Footwork too much, as that is less important for LBs.) It is much harder to switch a player from OL to another position than it is to switch from DL to another defensive position.

For the most part no, but maybe for a DE? If you get his speed and agility up there then it would be ok imo.

Interesting that all the replies (up to now) seem to have been more-or-less "No". A quick look at the averages for the forthcoming Draft says Strength for OL=39, Strength for DL=41 .... so just purely on numbers, he's in the right kind of area.

Another factor that I'd throw in....if you went for him as OL, with his age only being 17,you'd have years in the YA to get his other skills nice and high and for OL I think you can ignore speed, so by the time he's kicked out of the YA he should be a very well-rounded player.

...that would be time wasted with strength 40.2.

Better use that time to find his speed cap and hope it is a little higher.

Find his speed cap. If that isn't somewhere above 40, don't hesitate to put him in OL. I got a couple of O-Linemen with strength caps between 39.x and 41.x, and so far my team has been pretty competitive.
At the very least he could end up to be a very valuable back-up for any line position.

a lot of you guys answering "STR 40 is not enough for OL/DL", are playing in league 1.1 and doing quite well to very good.

how strong are your starter OGs/ DTs?

My OG's are about 47 on average and my DT's are about 45 on average. I do have some of both in the 42 range but their other skills are good so I can deal with it.

On another thread I had posted this info about my team:
