The way I did it in the Spanish American War Cup was to put 2 teams from each side in a division (approximately even divisions based on ratings) and then just total the wins of each side. Of course, this means that one week there are no hostile matches....but there isn't a way of doing a team competition (ie. division A plays every in division B). Maybe I should suggest that.
