There is a new limiter in place. Managers cannot bid higher than 4 times of the players expectation. This was made to protect managers from inserting a zero too much and therefore overpaying the player, and to show the finger to these cheaters who sign youngsters for ridiculous high salaries to avoid the cut of their good players based on finance penalties.
