It might be easier to go by region I suppose. It is more simple to have just a few forums instead of several. In addition, if you are in say Galaxy 2.1 you are likely to see the things posted from Galaxy 1.1 and be interested to get into that league.

But region forums would be world visible/writable...no restriction based on the league you are in / not in. Right?
