I admit I might being a bit thick here but what exactly is the ELO ? What part does ELO play in evaluating the opposing team ? An example would be say having a better overall team evaluation but maybe 300 less ELO ... Which would I use to properly evaluate the opposing team. I have searched the manual & tried to search the forums for answers and so far haven't found anything

The overall % gives you a raw evaluation of the opposing team.
ELO can give you an indication about the team success since it has been created.
Basically for what I know ELO affect only the team's moral calculation aftrer a defeat or a win.
Use the first but do not trust it too much.

PJ is more then enough
Here you can find some information

https://en.wikipedia.org/wiki/Elo_rating_system

Basically is a rating system used in chess.
When you win against an even opponent you gain some elo points if you lose you lose some.
If you win against a stronger opponent you win more elo points
If you lose against a weaker opponent you lose more elo points
In this way you can have an evaluation of your team in the long run.

I can't say I have found ELO to be helpful. It is really (in my estimation) an indicator of long term success but not necessarily recent success. To gain you have to continue winning and the more you win the more it will go up. So say you have won for many seasons and built up the ELO but now you are going into rebuild mode. It will take a while for the ELO to drop as you lose.

In D2 last season there was a team that struggled to get to 8-8 and they had an ELO of 850. I know that isn't some really high ELO but consider that it was at least a hundred higher than any playoff team in D2 outside of one that had also dropped down via relegation.

So I would say it is a fine indicator of how long a team has had success but I wouldn't use it for anything outside of that.

So it's really meaningless in terms of the gauging a games or seasons success or failure. It seems to me it's not even really a measurement of long term success but rather just longevity. I can't seem to find a grizzled RZA veteran with a lowish Elo score, I'm still very wet behind the ears here & am absolutely taken with the game, I'm really trying to figure those small differences between success and failure. The ELO is prominently placed so I thought there was more attached to the score. I was thinking it might have been something like a 10 year average, with every new year added the oldest season would be dropped to produce a more useful number.

Teams that lose a lot don't tend to stay around as long. Substantial survivorship bias there.

But, there are teams that are rebuilding or whatnot that have been around and have a lower ELO. It's something, but it's not everything
