If you sell a player that originates from your team, any future transfers, that original team will get a small commission, based on a percentage of however much the cost is of buying the player. This would stimulate more team owners to attempt to sell more of their players on the transfer market instead of them simply cutting a player.

The cutting is usually a result of not getting an offer. That change you suggest will not change that initial problem.
From my point of view the market itself is the problem, based on the situation the game is in. The userbase is shrinking, hence the demand on mature players is also decreasing. When the game was expanting you could sell much better, since a lot more teams were in need of players, but now we have a quite stable base of managers with mature players, slowly shrinking, and only a handful of serious new teams. |

The question is why is the game shrinking so much and how do we prevent/fix it? |
