Here is a roundup for the ruling.
It depends on the league!

Unfourtionatly it does not tell what happens if a field goal try misses and is then (after the neutral zone) is muffed.

But I think we agree:
- running clock on FG
- missed FG is treated as a punt if kicked, missed (to short) and stays in bounds.

You linked it to the turning rate of mars and put in some random time flux to have more surprising effects.

It depends on the yards of the FG/KO/Punt and the yardage of possible returns +- some....
