Except for the Offseason camp you can only activate 2 of the items at the same time. Deactivated but owned and ready built facilities consume 75% of the maintenance per week.

When I can activate all my facilities?

I think that's a leftover from the offseason training camp facility that was once on the test system.

the offseason camp will celebrate its comeback, from season 2 to season 3 hopefully. This is why I did not delete it from the manual
