I really dislike the idea of connecting these two things to each other.

No, i was asking only for new regions. If a team wants to switch to another region, they should pay the money for the Media Center first in the new region, otherwise they couldn't make the switch.
But the answer is up top. It's sucks to lose 5.75M because of it (speaking about the Sea Devils region), but what can you do.

This is really what I was getting at as well. I should have been more clear and concise. It did not happen in my league that I am aware of, but I could see it happening.

Yeah, I can feel your pain. Quite similar to what I have experienced on Dragons since I joined RZA...
