The most important thing for you is to fully expand your stadium first. After that, you can take many routes to success.
You can be active on the transfer market, or you want to have success from your own youth/drafts.
I took the middle way and sometimes got very young players from the transfer market and mixed them with my own youth players. Of course, the whole thing took a lot of time.
But you can also get older players on the transfer market and be successful more quickly that way.
